Saudi Arabia’s Vision 2030 construction programme has made it one of the world’s busiest markets for electrical equipment — and India is a natural, cost-effective place to source it. Genuine brand-name product is readily available, and the electrical standard matches: both India and Saudi Arabia run on 230 V / 50 Hz. Step 1 — Classify your goods with the right HS code

HS classification sets your duty rate — and in Saudi Arabia that now matters more than usual, because duty on some electrical items has changed (see Step 2). Common headings under Chapter 85 — indicative only; confirm the full code for your exact product:

Step 2 — Understand duty and VAT

  • VAT: 15%, administered by ZATCA on the customs-cleared value.
  • Customs duty: commonly 5% of CIF for electrical goods — but since 16 July 2024, duty on specific protection items rose from 5% to 15% under Ministerial Decree No. 1-88-1446. The affected items are high-voltage circuit breakers under 72.5 kV (HS 8535.21 / 8535.29) and relays over 60 V (HS 8536.49).

The takeaway: get the HS code right. A relay or breaker misfiled into the wrong heading can triple its duty. On a CIF value of SAR 100,000 at 5% duty, duty is SAR 5,000 and VAT (15% on SAR 105,000) is SAR 15,750; at 15% duty those become SAR 15,000 and SAR 17,250 — a material difference worth confirming before you ship.

Step 3 — Get conformity right (SABER / SASO)

Saudi Arabia certifies imports through the online SABER platform. For regulated electrical products you need two certificates: a Product Certificate of Conformity (PCoC), issued once against the relevant SASO standard, and a Shipment Certificate of Conformity (SCoC), issued per consignment. Both are obtained through an approved conformity-assessment body, which will ask for product technical files and test reports. Start this early — a shipment cannot clear Saudi customs without a valid SCoC.

Step 4 — Prepare your documentation

  • Commercial invoice with accurate HS codes and values
  • Packing list with item-level detail
  • Certificate of origin
  • Bill of Lading (sea) or Air Waybill (air)
  • SABER PCoC & SCoC for regulated products
  • Product technical files / test reports for the certification body

Step 5 — Ship, clear and deliver

Ports. Most sea freight from India arrives at Jeddah Islamic Port (west) or King Abdulaziz Port, Dammam (east) — choose by project location. Incoterms set responsibility: FOB / CIF leave Saudi clearance and SABER to you, while DDP puts it on the supplier. Clearance is filed through Saudi Customs (ZATCA) on the FASAH platform; your clearing agent pays duty and VAT and, with a valid SCoC in place, releases the goods. Line up conformity before dispatch so the shipment isn’t held at port.
