Step 1 — Classify your goods with the right HS code

Every item is cleared against a Harmonised System (HS) code, which sets the duty rate. Most electrical components fall under Chapter 85. Codes below are indicative at the heading level — confirm the full 8–10 digit code for your exact product.

Step 2 — Understand duty and VAT

  • Customs duty: 5% of the CIF value (Cost + Insurance + Freight) for most electrical goods.
  • VAT: 5%, charged on the customs-cleared total (CIF + duty).

Worked example. On a shipment with a CIF value of AED 100,000: customs duty = AED 5,000 (5%); VAT = 5% of AED 105,000 = AED 5,250. Landed tax cost is roughly AED 10,250 before clearing and handling fees. Registered businesses can typically recover import VAT through their VAT return — confirm with your tax adviser.

Step 3 — Get conformity right (ECAS / MOIAT)

Low-voltage electrical equipment (AC 50–1000 V or DC 75–1500 V), lighting products and RoHS-scope goods sold in the UAE must be registered under MOIAT’s Emirates Conformity Assessment Scheme (ECAS), which results in a Certificate of Conformity (valid one year) and a Declaration of Conformity. Products with wireless functions (Wi-Fi, Bluetooth, cellular) additionally need TDRA type approval — relevant only for smart / connected devices, not standard switchgear. Line up conformity before the goods sail; certificates are needed at clearance.

Step 4 — Prepare your documentation

  • Commercial invoice (MOFAIC attestation is required above AED 10,000)
  • Packing list with item-level detail
  • Certificate of origin
  • Bill of Lading (sea) or Air Waybill (air)
  • Valid UAE trade licence (the importer of record)
  • ECAS Certificate of Conformity and Declaration of Conformity, where applicable

Step 5 — Ship, clear and deliver

Sea vs air. Sea freight (for example, to Jebel Ali) is the economical choice for project and bulk orders; air suits urgent or high-value, low-volume items. Incoterms decide who handles what: FOB and CIF leave UAE import clearance to you, while DDP means the supplier delivers duty-paid to your door — agree this up front, because it changes both cost and responsibility. Once the goods arrive, your clearing agent files the declaration, pays duty and VAT, and releases the shipment for delivery.
